Background

A diverse suite of fishery dependent data is collected in the Northeast as required by the Northeast United States federal fishery management plans in accordance with the Magnuson-Stevens Fishery Conservation and Management Act and the Sustainable Fisheries Act. Fishery dependent data include information characterizing fishing operations that can come from a variety of sources, including from vessel owners and operators, seafood dealers, onboard observers, the government, and from automated technology such as vessel monitoring systems. The NMFS Northeast Fisheries Science Center and the Greater Atlantic Regional Fisheries Office rely on fishery dependent data to understand marine ecosystems and manage marine resources.

Position Description

The web-application programmer will work closely with staff from NOAA NEFSC Fishery Monitoring and Research Division staff on the Fishery Dependent Data Initiative (FDDI). This is a key regional initiative that seeks to integrate and modernize the core fisheries dependent data collection systems in use in the Northeast United States. The programmer's tasks include the design and development of new web-based applications with flexible architecture as well as the development of application programming interfaces (API) to better facilitate system-level integration. Will be expected to analyze FDDI project information requirements to research and suggest emerging technologies and how they can address future development needs.

Specific tasks include:

  • Design and develop new web-based applications with flexible architecture as well as the development of Application Programming Interfaces (API) to better facilitate system-level integration.
  • Support application development through integrated project work group meetings, data modeling, code reviews, and system reviews for quality and performance.
  • Analyze project information requirements to research and suggest emerging technologies and how they can address future development needs.
  • Define and refine user requirements.
  • Implement and integrate security standards set by the NOAA/NMFS/ Office of the Chief Information Officer (OCIO) and implemented by NEFSC's Information Technology Division.
  • May require dockside/Harbor Side Work.
  • Domestic travel is required.

Required Skills

7+ years of experience with application development using PHP. Must possess demonstrated proficiency in HTML5, CSS, PHP, SQL, JQUERY and JAVASCRIPT. Have a working knowledge of other programming languages, such as R, Unix shell scripting, etc..

Have demonstrated proficiency in designing, creating and developing APIs (CSV and JSONbased) that interface with Oracle database systems (11g and 12c).

Have experience in code migration, database change management and data management in multiple environments, and different stages of the development life cycle. Must be able to follow security and development standards set by the NEFSC's Information Technology Division. Ability to participate in integrated project teams, work group meetings, code reviews, and system reviews for quality and performance.

Demonstrated skill in working with developers and project managers providing quick resolutions during critical production issues with performance related resolutions. Work well with diverse teams. Additional experience:

  • Experience working as part of a team to define and refine user requirements.
  • Experience with program planning and management in a team environment.
  • Experience with developing performance metrics and milestones.
  • Experience developing and monitoring resource investment strategies.
  • Experience working with marine fisheries information or other science based programs.

Must be a US Citizen or Permanent Resident and be able to pass a background investigation to obtain a security badge to enter the applicable government facility.

Education

BS in Computer Science, related degree, or equivalent.

  • Valid driver's license.
